What Does It Mean That It's a Draft Opinion?

The supreme court has a procedure that works typically like this. After there is an oral argument, the stices take a vote in secret. It's not binding, but they kind of go around a literal table and decide. The most senior justice who is in the majority gets to assign who writes the majority opinion.
