The Importance of a Civics Test

Vive Ramaswami says if you're between the ages of 18 and 25 you got to pass a civics test to to vote after that you can vote. "I don't think age determines I think there's a correlation between age knowledge and wisdom but it's not absolute" He thinks people who are very smart shouldn't be excluded from voting or force take a test at the same time.
