In 1839, Tsunino left Rin Senji and her brother Giyu's household to make her way to Edo. The Tokugawa Shogunate had strict rules about controlling the movement of population. On paper it was not that hard to get a pass; even if you didn't have a pass,. Once you made it to Edo, meanwhile, well, nobody really asked that many questions about whether you were supposed to be there or back home on a farm.
