The Great Restart is this idea that we can kind of do over or take a mulligan on the last century. The Heartland Institute has been pushing back against the Great Restart. Joe Biden, who has adopted it as his campaign slogan, about the only leader that you won't hear using it is Donald Trump. If the plan succeeds, the rule in habit will be unrecognizable.
