The idea of secularity is to engage in governance or academic study in a way that is supposedly neutral with respect to religion. The Enlightenment notion of progress carries the implicit notion that Western civilization has progressed more than others, and it is the West job to bestow their enlightened knowledge upon other peoples through colonization. In this newly arranged cosmos, the enlightened white man believed he was the world's savior.
