Writing Is Rewriting
You have to go over it again and again and again. It comes from experience. You can't replace the experience of doing it with teaching. When you're reading a passage and something sticks, one way is to speed up as if to get past them quickly. So that tells you here is where you need to do some rewriting. That's why they have to write a lot.
