I think the international community, i don't think this is a problem that is specific to afghanistan. We took cookie cutter approaches from other places and brought them toAfghanistan. And then the international community had so many resources stacked behind it that iten became hard for many afghans to even question it. Because the resources were so vast, it became hard push back against some of these initiatives. It's a very complicated situation to tell people to do less.
