In December 1989, almost as a relief, our embassy in Monrovia believed the librarian military could easily deal with the Christmas Eve 1989 incursion in Nimba County. The armed forces of Liberia set out to suppress the incursion, with little concern for tactics of the nature of the threat. When they suffered their first deadly ambush, they discovered they were facing dangerous guerrillas. Tens of thousands of Liberians abandoned their homes and moved to Liberia's large cities as internally displaced persons are crossed into Guinea or Cote de Vois as refugees. By the fall of 1989, we had lost patience with Do for refusing to cooperate with the financial advisory group, which Ambassador Bishop sent home prematurely
