To just go and buy tobacco form like a national producer,. It had to be licensed and many other rea stuff. And people don't want get involved in that process, caus it will increase the cost too. My bigg story is because there is no subsidy on any item in afghanistan. There is no control from the government. So the traders and business men can do anything they want.
