Is There a Hardware Designer in TV M?

Harder venders that contribute code directly, and they tend to understand the architecture really well. That can't help in being able to have the right hooks to enable different types of optimizations for t v m. But what they're doing is not doing anything as hardwire to that harder. There's essentially writing the right primitives to be able to do outetuning and doing the transformations be able to support their primitives.
