Kubernetes in Terraform

A Terraform script is not Turing complete, so you can't write four loops in there. So what distinguishes that from a config file? Like, is it just the engine is of a sufficient level of complexity, such that it becomes a language? "I guess it has its own grammar, but... This is a good question indeed"
