Ukraine is stumbling through wartime conditions, brutal conditions. People there are buying up used electric cars from all over Europe. Why? Because they still have electricity even if they don't have gasoline. Ukraine keeps the semblance of order, semblance of grid, a semblance of society going while having nuclear dependency right now that are above frames.
