The Chinese state has sought to work with market forces but to exert what Barry Norton has described as grand steerage. Now the question that Chinese policy makers face today is whether they are able to continue this approach when their access to foreign markets, sources of capital and knowledge is being choked off through measures from US government and increasingly from its allies.
