In a typical firm, you're right. A lot of projects are just squeezed in between client work. Your budgeted chargeable hours goal is not going to account for the fact that you're doing work for the firm in the firm. It's almost got to be a passion for them to really want to see it come to fruition. The same needs to be done around technology implementation and making the firm better.
