The Importance of Cooperation in the Bilateral Relationship

If Biden really wants to have a normal state-to-state diplomatic relationship with China, then he will have to find something to cooperate on. So I think climate change might jump out to become the breakthrough topic in this very difficult bilateral relationship. And presumably that requires quite a lot of trust from both the US and China. This is unfortunately what's lacking at the moment. We need to show some heroic virtue of our own and start making the tough decisions,. Then we can look to China and say, look, we can make these decisions that are difficult, so can you. And let's do them together.
