For cycling, strength is more beneficial than power. For running, it's the opposite of that because we have short contact times and a stretch reflex. You'd just start with plyometric exercises such as pogo's or skipping. And you're going to be really improving that plantar fasciitis (fibre-like skin condition) for athletes who are very skilled in their sport.
