The Emperor's Itinerant Monarchy
Francis II's dissolution of the Empire in August 1806 was primarily motivated by the desire to prevent Napoleon usurping its imperial prestige. Being multi-centred also suited the practicalities of medieval governance. Princes, lords and cities all remained the Emperor's direct vassals. Their privileges were intended to enable them to look after the problems of daily life within their jurisdictions. This left multiple locations with long associations with the empire through having hosted the Emperor or important meetings at some time in the past.
