There are other ways to try to measure the effectiveness of a program than randomizing. Randomized controlled trial people often refer to it as the gold standard but it is not feasible in public safety contexts. Staggered rollouts can be good and panel difference and difference designs where you have policies that are adopted in different times in different places so they all have their pros and cons. There's been a tremendous amount of econometric and methodological work in the last couple of years.
