How to Use a Small Penalty in Clustering?

The key metric, or a couple of key metrics, you want to look at when comparing results is the price of explainability. We basically weight the depth of the tree by the number of points that can be explained at each level. The second important metric that we used was the weighted explanation size. So how many questions do i need to ask my data to define this cluster?
