The 401K was never designed to be like the main way that Americans say for retirement. The problem with social security is that it's only allowed to invest in treasury bonds, right? So it's never going to get a very high return on whatever is invested in it. And so like fiscally speaking, I think it would be hard to turn social security into a mass savings vehicle for the upper middle classes.
