There is a distinction to be made between those who are, you know, elite versus recreational highly trained recreational but also then the exercising community as well. Just as with everything else one size does not fit all in terms of how you would structure this kind of stuff. And so for that reason doing lots of low intensity exercise would involve basically going out for a walk most of the time and walking's great it's fine. No problem at all but from a training perspective is that going to help you become a better runner? I'm not so sure about that.
