Apple wanted to make it secure enough so that consumers would say, I feel good about buying an iPhone because I know whatever I store on it. If the government comes to Apple and says, Hey, we want you to break into this phone, they can literally say we cannot do that. It's not that we will not. But there are some limitations on the iPhone that make this harder.
