Nuclear plants have been the exception to this in the United States. The reason has to do a lot with the way that in the US we finance nuclear power projects. A nuclear power plan on one of the great benefits of it has very low operating costs and fuel costs are very little. But the capital cost the cost actually building the facility is extremely high.
