I think that we can sometimes overestimate our enemy's capabilities and project all sorts of things into them. We have built up Russia into a boogeyman that maybe they never were where they were to begin with. The American military's capabilities came out of a lot of failures, honestly, like we screwed up a lot. And you know, we had to fix ourselves afterwards. But at the same time, there is an institutional and even a career incentive to exaggerate the threat. It really has nothing less than this emergency gets the attention of American citizens right now.
