The White House is taking a cautious approach to the matter, says CNN's John Defterios. The administration doesn't believe they've done anything that would merit special counsel appointment, he adds. In terms of intent, President Trump might find himself charged with obstruction because he went out of his way to prevent these documents from being retained, defterios said. But in turn of control, these were locked in an office that perhaps only Biden and his team had access to where with Mar-a-Lago, this was a common storage space with boxes that common workers could have access to.
