If you were to read this quite simply, it looks like he's an absolutist on the first amendment. In no way is speech to be restrained, at least by the state. The most tyrannical government will be one where the individual is denied the freedom to express and to communicate to others what he thinks. And so while it is impossible to deprive subjects completely of this freedom, to grant it unreservedly could have the most disastrous consequences.
