The incentives were actually aligned right like with the Apollo project, you know, either your rocket blew up or it didn't. And so you got prestige by actually doing that. Outsiders could notice that. I think we have to give Trump some credit for seeing the prestige value of successfully fielding vaccine soon and giving that a lot of money and priority. He did. But he was doing the thing we want, which is in a time of crisis, taking some more risks, making outcomes more of a priority.
