The Restraint and Socclusion Project is a joint effort by Hearst newspapers across the country. The project started in Connecticut but was expanded to include papers in California and Texas. "We didn't see that this had been looked at in the same way we want, we envisioned nationally," says Brendan O'Mara of Hearst's investigative team.
