I'm not sure if that was any contention or was it just governance structure yeah so my first reaction was very similar to yours and that was like whoa. The goal was to eventually lower inflation to 1% after about 36 months but that 36 month transition wouldn't start until the interchange security was bringing in enough revenue to start to offset the decreased long-term emissions.
