The Origins of the OPA
In order to set caps on the prices of things, you needed to limit how much of that thing people could buy. The OPA created propaganda to tie rationing to patriotic duty. It had more economists, I believe, than in the Treasury Department. They had about 60,000 employees in a very short period of time.
