YouTube is trying to attract people who are using music in their shorts because it won't take away from their rev share if they use the music. YouTube will take one third of the ad revenue earned by that video to pay for the music licensing fees before the remainder of that ad revenue is added to the overall creator pool. If no music is used in a video, no licensing fees need to be paid. So you're contributing much less to the overall pool, but might be getting a great deal from the rest of the pool.
