In 18 60, a homestead bill providing federal land grants was passed by congress and then vetoed by fifteenth president james buchanan junior. Under this act, acquiring land was made more financially possible than any kind of preemption law. Before the civil war, people demanded preemption, a right to settle first, pay later.
