Lynch's fame and notoriety well precedes the TV show in a few ways. He was semi-famous even before a racer head, which is arguably the cult film of the last 50 years in America. I think Twin Peaks marked a point where even people who weren't interested or didn't know they were interested were who used that to decide they definitely were not interested.
