The Effect of Clearance Rates on Public Safety
The police can't do their jobs effectively if witnesses won't talk to them, says former New York City Mayor Rudy Giuliani. "We will actually achieve an increase in public safety if the police and community actually start talking to each other more," he said. The NYPD has a clearance rate of 60% on murder cases; some cities have it as low as 30%.
