Introduction

On the 28th of July 2021, in the waters off the northernmost tip of Scotland, a 74-meter underwater turbine started turning its 10-meter blades. Backed by the EU's 5 million euro, Element Marine Renewables Technology Development Scheme, the 50-kilowatt turbine was the first step on the journey to a whole new market. In 2011, France was set to pioneer the tidal power sector with its flagship Pampol-Breyhat Array, but that was decommissioned in 2018. The EU's strategy on offshore renewable energy laid out the plan to have one gigawatt of ocean energy projects operating by 2030. Only 67 kilowatts of tidal stream capacity
