"We don't have the standard trade craft training and career field across all of those," he says. "So it's an area I think we need to get really humble about asking for help." He suggests a Manhattan project, in which government funds companies that provide tech capabilities to government missions. In this kind of an entity you wouldn't need a clearance or to operate on the high side; they could keep living in unclassified world.
