What Is an Epidemic?
An outbreak is when you have an unusually high number of cases of a disease for a given population, time area context. So if we saw a single case of bubonic plague in new york city, then that would count as an outbreak because we don't expect any. And so it depends on the disease, the population, th time, place, et cetera. A pandemic should be that, but basically everywhere.
