The Naive Approach to China in the First Year of the Bush Administration
The EP3 incident in April of the first year of the Bush administration was a tense one. President Bush said very, very forcefully that the United States would do whatever it took to defend Taiwan. Once we got beyond that, I think as a transition memo on China points out in the book, it was clear that despite the tough initial position by President Bush, he wanted to pursue a constructive relationship with China.
