The great cliche of tory leadership campaigns is that someone you've not thought of, the outsider, with the fewest nemies, is likely to win. That could be another former soldier, a former defence secretary, penny mordant or grant shaps. Not everybody runs to be leader in the expectation that they will actually win. Others do it to put down a mark for policies they believe in and ensure their party stays true to what they see as its real philosophy.
