International politics operates in a world of, what I would call, radical uncertainty. It's very hard to figure out what the future looks like. And that's why when people say how likely is it that Russia would use nuclear weapons? Some people will say there's a 30% chance or a 50% chance. You just can't do it. We don't have enough data to come up with precise predictions like that."
