What if Russia Didn't Institute That Policy?
Before the policy, importer would take million dollars, give it to gas prom. Gas prom would then go to exchange markets and buy roubles with it. Now what happens is they just change the order of those steps ti the import. It's really just pushing some transaction costs on to foreigners, rather than imposing them on domestic parties.
