The number 87 000 was in a study related to the legislation that passed. The money was provided but my understanding is the legislation did not provide for a specified number of agents. So it's not clear to me that I don't think it's just replacing returning and resigning agents because if you look at the country there's only 83 000 enrolled tax preparers in the country so this would be more than one per one.
