Are We in a Populist Moment?

There were a lot of Bidenisms in the speech. I was mostly struck by the lack of culture war issues in this speech. Abortion has never been a strong issue for Biden. Maybe it's because there's genuinely very little that can be done on the federal level about this issue, although that certainly doesn't stop presidents from talking about issues when they want to.
