CHAPTER

A thousand policemen were called into East New York after a three-year-old black kid caught another bullet from another unknown shooter. The city's Human Rights Commissioner, William Booth, came to the neighborhood to try to talk to the people and restore calm. From 1955 to 1965, murders increased by 123%.
