There was extensive legal commerce between Britain and Napoleonic Europe. In both the French and British empires, there were procedures to apply for official licenses to trade with the enemy. Both governments were happy to grant this permission when it was in their interests. Napoleon may have saved Britain from famine and missed an opportunity to squeeze its government. But apparently he believed it was more important to siphon a little gold out of the country.
