The Importance of Emergence in Decision Processes

The work of colleagues like Jacob Forrester and his research group at Oxford is explicitly focused on emergent communications. If the policy includes communications, then that sign of higher level intelligence as you call it can be encoded in the policy itself. There can be a protocol of some sort and this can go all the way back to the domain of ad hoc networking and in communication systems.
