About 85% of what we need to do to be effective is the same crisis to crisis. We've locked down airplanes after 9-11, but I'm pretty sure that wasn't going to be the next terrorist target. If all of those things are common to what an organization have to do, and there's only about 15% that's unique to a specific crisis, then well before any crisis appears, any threat emerges.
