In some ways, California is quite a unique regulatory environment. It's almost like it got half the way through privatization deregulation and then kind of paused. The utilities would never play the same role again in building generation facilities. And they sort of they own some, I mean, PG&E still has a tie-drow, but it mostly sold off all of its gas plants during the deregulation push.
