Is There a Social Ethic in Buddhism?

I think the notion of no self is basically says that there's nothing permanent, and everything is changing. So once you don't have a strong ego, it's easy for you to help others,. Because you lose your identity, and you can immerse with others. Even an enlightened person, ideally, even though he he or she attained the enlightenment, then helps others. So there is a social ethic. And i think at even the neron person can be useful to society.
