What Are You Disclosing About the Framework?
Transparency is important internationally as a signalling point, and to say, these are the things that we think are acceptable. But it's also important so that you can effectively tell the american people and allow them to be part of the discussion over whether or not the framework you've produced is the right framework. The public definitely should know the process by which these decisions will be made and weigh in on decisions whether or not we should do it. So i'm talking about our specific operations and specific operational capabilities, which even now with special operations or with drones, still is held very secret.
